  • Context:
  • BBC Media Action is the BBC’s international development charity. We use media and communications to reduce poverty and promote human rights in developing countries. We partner with civil society, local media and others to produce creative programmes in multi-media formats which inform and engage audiences around key development issues, and strengthen the media sector through capacity building. Our work is built on insights from our research and engagement with communities, and is focused on three key themes: governance and human rights, health and resilience.
  • Overall purpose:
  • Under the overall guidance and supervision of the Senior Administration Officer, the Procurement Officer will co-ordinate and manage the procurements to ensure procurements within deadlines. He/she needs to work closely with the members of the other project teams and meaningfully contribute to reach the organization’s goal.
  • Main Duties & responsibilities:
  • Ensure best value for money in execution of all regular purchasing duties and administrative works.
  • Execute procurement processes, including following up Purchase Requisitions, sending RFQ / RFP to suppliers and conducting bidding as and when required according to BBC Media Action Procurement Manual and policies.
  • Source, select and negotiate for the best purchase package in terms of quality, price, terms, deliveries and services with suppliers
  • Take responsibility for the preparation and processing of contracts, purchase orders and any other documents according to BBC Media Action Procurement Manual and policies.
  • Implement purchasing and contract management instructions, policies, and procedures.
  • Monitor and co-ordinate deliveries of items from suppliers to ensure that all items are delivered to site/store on time.
  • Maintain complete updated purchasing records/data and pricing.
  • Coordinate with user departments and suppliers regarding the purchasing scope of work.
  • Prepare calendar for vendors’ enlistment and ensure the enlistment process is completed in time and in accordance with BBC Media Action Procurement Manual and policies.
  • Source alternative/new items and suppliers when the need arises
  • Resolve vendor or contractor grievances, and claims against suppliers.
  • Review purchase order claims and contracts for conformance to company policy.
  • Represent the organisation in negotiating contracts with suppliers.
  • Arrange and conduct training on Procurement Manual for staff members.
  • Be aware of updated and relevant Govt. rules and regulations related to procurement process and ensure compliance.
  • Line manages the Procurement Assistant and be responsible for his/her skill development.
  • Any other duties commensurate with the post as assigned by the Line Manager.

Educational Requirements
  • Masters in any discipline preferably MBA/ Masters in Supply Chain Management.
  • Educational qualification may be relaxed in case of having more than 6 years of experience in procurement, preferably with international organisation.
Additional Job Requirements
  • An understanding of procurement processes, preferably gained through work with an international organization or donor funded project.
  • Strong organisational, verbal and written communication abilities, with the demonstrable ability to work independently and manage multiple priorities.
  • Demonstrable ability to proactively relate to and influence individuals at all levels without formal authority.
  • Innovative and creative problem solving skills. Strong analytical skill tools and qualitative and quantitative techniques.
  • Ability to conceptualize, plan, coordinate and conduct straightforward research work and apply laws, regulations and policies. Knowledge of office financial rules and regulations.
  • Hard working with the ability to work under pressure.
  • Strongly self-motivated, with the ability to plan ahead, work within timelines and meet deadlines.
  • Strong IT skills, including Microsoft Office.
  • High level of integrity and deadline driven.
  • Experience of working in a cross cultural environment.
